Merged master. Added commands for sails in and out. Added logic to stop boat from moving when sails are out. Testing if the boat stops with sails out is blocked until command factory is merged. #story[1098]

Fixes some issues with tacking/gybing.
Boats no longer go out of bounds, and only tack every 15 seconds.
Tested with all wind angles between [0,360] at 45 degree increments.
Also contains the visualiser wind scalar bug fix.

Implemented and tested to check if a point is inside or outside of a boundary using a ray tracing algorithm. The function is public static for a GPSCoordinate and takes a list of GPSCoordinates and the comparing coordinate. #story[873]

Changed the XML reader to take an InputStream rather than InputSource- this has changed everything that used an InputSource to use an InputStream. Made the XML Readers actually read after they received a new InputStream. Changed it so the table updates when the boats in the race change. #pair[jjg64, cbt24] #story[782]
