fjc40 31ce9fff94 Added BoatActonEncoder.

Updated ControllerClient to use RaceVisionByteEncoder.encode(message). It also logs a warning if the encoding fails. Also removed pointless and out of place encode/decode of the action enum.
Added a BoatActionDecoderTest which tests encoding/decoding a BoatAction Message.

SENG302 Project Template

Basic Maven project with required Maven reporting setup and basic GitLab CI.

It is a requirement that your product should be completely built to a deliverable form using the Maven package goal.

Remember to set up your GitLab CI server (refer to the student guide for instructions).
