This creates specific MessageEncoders. Supports JoinAcceptance and RequestToJoin. Added MessageEncoder interface. Added JoinAcceptanceEncoder. Added encode(AC35Data) function to RaceVisionByteEncoder. Added RequestToJonEncoder.
